El área Metropolitana de Santo Domingo es una resultante, es el producto, de una realidad política, social y económica, de la falta de planificación global y sectorial que ha prevalecido en el país a través de su historia y sobre todo de una incapacidad gerencial de las autoridades para llevar a cabo aquellos proyectos que propendan hacia un mejor bienestar de la población.
