La principal amenaza de la democracia no es la violencia ni la corrupción o la ineficiencia, sino la simplicidad. La política, que opera actualmente en entornos de elevada complejidad, no ha encontrado todavía su teoría democrática. Ya no tiene que enfrentarse a los problemas del siglo XIX o del XX, sino a los del XXI. Si la democracia ha efectuado el tránsito de la polis al Estado nacional, de la democracia directa a la representativa, no hay razones para suponer que no pueda hacer frente a nuevos desafíos, siempre y cuando se le dote de una arquitectura política adecuada. Este libro se dirige a quienes no creen en las respuestas simples, pero tampoco quieren desesperar ante la complejidad de los problemas. En él se formula una teoría de la democracia y del gobierno para el siglo XXI desde el presupuesto de que la más prometedora renovación de nuestras democracias será el resultado de hacerlas más complejas.
